Handling Technical work by Nontechnical persons is always painful for students as well as publishers. UGC recently published a list of publications claiming the Quality publications. But when after examining the process it is very sad to say that UGC is blindly updating its list on the basis of the recommendation of Universities, India Citation Index, Web of Science, Scopus.
Its funny ICI includes journals on the basis of the number of papers publishing each month.
In 2018 it was found that ICI itself has 191 its own journals and all journals are predatory. ICI is probably a corrupt organization.
